NAZK audit found nearly UAH 839 million in cryptocurrency declared by officials. The concentration of high-value crypto among Kyiv civil servants prompts targeted full checks.
This was reported by the NAZK press service based on the results of risk assessment of declarations submitted for 2025, using logical and arithmetic checks.
Based on the analysis of declarations for 2025, the National Agency on Corruption Prevention recorded that officials and their family members declared cryptocurrency totaling nearly 839 million hryvnias. The most valuable crypto assets are concentrated mainly among Kyiv-based civil servants.
According to the NACP press service, the risk assessment of the 2025 declarations was conducted using logical and arithmetic control (LAC).
Cryptocurrency is a virtual asset that must be declared. Officials reported that by the end of 2025 they owned cryptocurrency totaling nearly 839 million hryvnias. In the TOP-5 cryptocurrencies favored by declarants, the following were listed: Tether (USDT) – declared at over 278 million hryvnias; Bitcoin – over 150 million hryvnias; Ethereum – over 100 million hryvnias; Ripple – over 46 million hryvnias; Binance Coin (BNB) – over 9 million hryvnias

Crypto assets and leading regions
The top-5 crypto assets declared the most include:
- Tether (USDT) – over 278 million hryvnias
- Bitcoin – over 150 million hryvnias
- Ethereum – over 100 million hryvnias
- Ripple – over 46 million hryvnias
- Binance Coin (BNB) – over 9 million hryvnias
The owners of cryptocurrency were civil servants in categories V (over 109 million hryvnias), B (over 52 million hryvnias) and A (over 19 million hryvnias), as well as the fifth category of positions in local self-government bodies (over 14 million hryvnias).
The most valuable crypto assets were declared by Kyiv-based officials – nearly 265 million hryvnias. Significant sums were also recorded among representatives of the Odesa (over 99 million hryvnias), Kyiv (over 70 million hryvnias), Dnipropetrovsk (over 63 million hryvnias) and Zakarpattia region (over 57 million hryvnias).
Expenditures abroad and real estate
The focus of the NACP also included expenditures abroad in 2025. The agency identified the countries where they spent the most. Turkey led with over 1.15 billion hryvnias. The top three also included Austria (698.3 million hryvnias) and the United States (296.9 million hryvnias).

The largest amounts of cash that declarants and their family members traditionally hold are in hryvnias. Among foreign currencies, the leaders are the US dollar and the euro. Declarations also recorded cash in nearly 90 currencies. The TOP-5 currencies by cash holdings are:

Outside Ukraine, the owners of declarations and their family members own 3,904 real estate objects with a total value of over 4.1 billion hryvnias. The TOP-5 countries by number of properties are Germany – 757, Poland – 503, and Spain – 282.

More than three quarters of all declared properties are apartments – 3,064. Second place is residential houses – 362. Most properties are registered in the names of declarants’ family members. The most expensive foreign real estate by total declared value is located in Spain, the United Kingdom, Poland, the United States and Bulgaria.
The total value of declared precious metals amounts to over 1.2 billion hryvnias. The declarants themselves invested over 952.5 million hryvnias in precious metals, and their family members – over 247.9 million hryvnias.
NACP Controls and Verifications
Logical and arithmetic control (LAC) compares declaration data with data from state registries and other systems. It cannot reveal assets that are not registered or not reflected in official registries, so LAC is regarded as one element of the financial control system. For full checks, comprehensive verifications and lifestyle monitoring are also used.
Declarations with the highest risk ratings under LAC are selected for full verification. NACP continues verifying declarations for prior reporting periods, and full verifications for 2025 have already begun. Declarations with a low risk rating undergo automated verification: as of 2025, about 40.3% of declarations had undergone such checks.
From the set of materials it follows that the National Agency is currently continuing work on a more thorough verification of the 2025 declarations.
Summary
The key finding is that the overall volume of declared cryptocurrency and other assets indicates growth in the financial assets of public servants and their families in 2025, as well as activity by the NACP in risk-checks of declarations during this period.
The government approved the decree: “On Approving the Strategy for Communications in the Field of Prevention and Countering Corruption for 2026–2030 and Approving the Operational Plan of Measures for its Implementation in 2026–2028.”
Their actions show signs of criminal offences under Article 345 of the Criminal Code of Ukraine, “Threats or Violence against a Law Enforcement Officer,” and Article 194, “Deliberate Destruction or Damage to Property.” The respective notices have been sent to the National Police
