On June 23, 2026, the National Commission for State Regulation of Energy and Public Utilities (Energy Commission) adopted decisions aimed at further integrating Ukraine’s gas market into the European Union’s single natural gas market.
This is stated in a Commission’s press release, the Ukrainian News agency reports.
The statement notes that the changes provide for the introduction of European rules for capacity allocation and tariff setting on cross-border interconnections of the gas transmission system.
The Energy Commission has completed the regulatory steps to introduce joint auctions for capacity allocation on cross-border interconnections.

This mechanism provides for the simultaneous allocation of capacity in the gas transmission systems of Ukraine and neighboring countries, which is in line with European practices in the natural gas market.
Currently, the new rules for capacity allocation at cross-border interconnections will take effect in July 2026 and will apply to capacity used starting from the beginning of the new gas year—October 1, 2026.
To participate in auctions, customers of transportation services must enter into contracts not only with the Gas Transmission System Operator of Ukraine but also with the operators of neighboring gas transmission systems in European Union member states and the Republic of Moldova.
The Energy Commission has also set tariffs for LLC “Gas Transmission System Operator of Ukraine” for natural gas transmission services at entry and exit points on cross-border interconnections, expressed in units of energy (MWh per day).

The tariffs will take effect on October 1, 2026.
As the Ukrainian News agency earlier reported, the Energy Commission reduced tariffs for gas storage in underground storage facilities effective June 1 and is introducing incentive-based regulation for JSC “Ukrtransgaz.”
