The Department of Energy (DOE) is urging all liquefied petroleum gas (LPG) industry participants to fully comply with the LPG Industry Regulation Act (LIRA) or face severe penalties, including business closure, permanent disqualification, fines of up to ₱100,000 per violation, and even imprisonment of up to 12 years.
“These penalties are designed to protect consumers, prevent hazardous incidents, and maintain the integrity of the LPG industry sector…By enforcing strict safety measures, we ensure that only legally sourced and properly handled LPG products reach the market, underscoring the government’s unwavering commitment to public safety and product quality,” said DOE Undersecretary Alessandro O. Sales.
The LIRA mandates industry-wide adherence to health, safety, security, environmental, and quality standards across LPG activities such as importation, refining, storage, transportation, and distribution.
The law also covers the manufacturing, repair, and disposal of LPG pressure vessels, seals, and related equipment.
Failure to comply with the LIRA may result in fines of up to Php 100,000 per non-compliant item, business closure, permanent disqualification from LPG-related activities, and imprisonment of up to 12 years.
The DOE also reminded industry participants to comply with DOE-DTI Joint Department Circulars and DOE Department Circulars, which require securing proper licenses, permits, and certifications while ensuring equipment and facilities meet safety standards.
Since 2023, the DOE has actively enforced the LIRA, imposing fines and penalties on several non-compliant industry players.
Sales stressed that strict enforcement ensures LPG products are legally sourced and safely handled, reflecting the government’s commitment to public safety and product quality.
As of December 2024, the Oil Industry Management Bureau reported approximately 6,952 registered LPG industry participants.
The DOE reiterated its dedication to ensuring a safe and reliable LPG supply through cooperation with stakeholders and continued enforcement of the LIRA.
